The Black Watch: Daley's Police Oversight Plan Likely a Farce

Summary


The department was riddled with scandal, police superintendents weren't having an impact on the problem and too often citizens, primarily African Americans, were finding themselves on the receiving end of some police officer's nightstick, so to speak. We find ourselves over 30 years later, knowing what we knew then, the police cannot investigate the police to produce the kind of results that would move the department to a place in society of respect rather than fear or at the very least, a necessary evil in the eyes of many.

The mayor cannot give the OPS independence. If he defines it's functions, appoints it's leader and it reports its' findings to him, where is the independence? An independent civilian control board is what all of the citizens of this city needs.

[Richard M. Daley] doesn't seem to get it and his advisors don't seem to be helping him much. The mayor is relying on the public's perception to get him through this term that will facilitate him getting his Olympics. In this case, perception is reality.
