Aubrey Locke, father to plaintiffs [Brandon Locke] and [Matthew Locke], all of Lansing, said he went to the Burnham Police Department to file an official complaint but was told there was no form to fill out. Aubrey Locke said he described [Peter Belos] to the four men, who then identified Bellows as one of the officers involved in the incident. Belos said he remembers the man coming into the station and that Belos told him to fill out the complaint on a piece of paper and he would investigate.
