Cook County is approving an equal amount for its part in the wrongful conviction of Willis. The rapes Willis was falsely accused of once were the headlines in the media. Then, the offender was dubbed the "Beauty Shop" rapist who preyed on Chatham shops back in 1990.

City Council Police and Fire Committee Chairman Alderman Isaac "Ike" Carothers (29th) voiced outrage over the wrongful conviction and said this is costing taxpayers megabucks and these convictions must end.

Willis said it concluded that the rapist had one blood type and his cousin another "but she never reported that to the lawyer representing [John Willis].... She said on the stand that the serology exam was inconclusive."
