Outgoing Cook County State's Attorney Dick Devine came under criticism for the paucity of Black attorneys and the total absence of a Black "first chair attorney," and lawyers from throughout the city scoffed at Devine's notion that he couldn't find qualified Black attorneys.[Jesse L. These folk need to be bolstering because they're qualified AND Black.
