Flowers: Mandatory Hiv Testing Could Save Lives

Rep. Mary Flowers (D-21st) introduced the amendment to a 2003 bill regarding HIV testing for pregnant women, she said, to fill loopholes in the law that would keep medical professionals from testing newborns whose mothers do not know their HIV status.

"This bill is addressing eliminating HIV from newborns. We're going to save every baby we can," she said.

Since the 2003 law passed requiring obstetricians to offer testing and counseling to their patients, 80 percent of pregnant women in the state are tested for HIV during gestation, but the remaining 20 percent of women could unknowingly pass HIV to their fetuses, [Julie Pesch] said.
