Ald. [Ed H. Smith] (28th), chairman of the City Council Black Caucus, said Rice has become Bush's "fall guy. I'm concerned that Condi Rice has allowed the Bush administration to push her out front in all of this, and it looks bad.

"They're using her as a scapegoat..., and I think she's becoming a person that is being used by the administration and I don't think that's very good," Smith told the Chicago Defender.
